There could be a few things affecting this. Try the following and let me know if any worked:
1. Make sure that the license server is not running on another server. Stop the service if it is.
2. Make sure the server is running under private and not public and that the Network Discovery is turned on, if it refuses, start SSDP service and UPNP service and reboot the server.
3. Make sure that there are no "unplugged" lan cards. If so, disable any unused lan cards on the server.
4. Make sure that the license server and SLD are both set to either Server Name or IP. SO if IP in license manager, then IP in SLD as well.
If this issue has been resolved in the mean time, please close it.
