There are 2 things that you need to check first:
1. Check if Introscope is up or not. You could try to telnet to port 6001 of Introscope.
2. If Introscope is not up, go to its log files and check the root cause.
To test Introscope is up or not, you could try to connect to its webview: http://<FQDN>:8081/webview. Default user/pass is Admin/Admin89 or Guest/guest12. The password is case-sensitive.
I have installed Solman with Introscope for several time and never met your issue, it should be an issue about Introscope. Hope this information could help.
