The systems a user can see in F4 are decided by the settings of Business Partner for this user.
From your screen shot I see your BP is 130, so please open t-code 'BP' then check 130. See attachment as example.
BTW, to create BP suitable for ITSM (Incident Management), JSM and ChaRM, you can use T-Code BP_GEN.
