Central Task list and MEBOR

I am familiar with the usage of central task list and MEBOR functionality, but I am unable to convert the operation work center when I create the order thru IW31 or change thru IW32. Tried also with MEBOR to create an order and then assign TL thru IW32 , but the work center conversion doesnt happen.

Here is what i did:

Planning plant:1118, Maint Plant: 1118 and 1105. Both maint plant assign to maint planning plant:1118.

Created a General TL with planning plant:1118, main work center 3/E and operations with work center C/E and maintenance plant:1118

Now I created a rule in MEBOR:

Main work center     MWC Plant      Work center     Plant     Validity               Res.Work Center     Res.Plant

*                               1105                     C/E               1118      01.01.2014                C/E                     1105

Now as per this rule i am creating a order in maint. plant 1105 so i create a maint order with planning plant 1118, main work center 3/E and the opertaions should have main work center C/E and plant 1105  when I include this TL(in General TL the work center in operation is C/E and Plant is 1118).

After creating thru IW31/IW32 or thru WPS1, it is not resulting in conversion instead operations still have work center C/E and plant 1118 in the order.

Please instruct me where am i wrong.
