You should not activate workflow templates in QA, the version management is automatic and the automatic versions are the ones in the ( ), the system should be closed for development.
Your basic version in QA is higher then the version in the development system, raise the version in the development system manually an re-transport the workflow template, hopefully this will override the version you created in QA. If not copy the workflow to a new template an use the new one.
