Hi Dan,
Is your version of Outlook/Office 64 or 32 bit? If it's 64 and the application is 32 bit then it won't be able to start Outlook.
If the application is 64 bit, I would have you go back to the vendor and ask them if the application installs the 64 bit Crystal runtime.
The version of Crystal is important though. To get the version of Crystal, open Crystal Reports and go to Help | About. If you don't have Crystal Reports then that would be another question for the vendor.
